Spanning 18 months, the program includes eligible activities from January 1, 2026, through July 4, 2027, with a focus on digital infrastructure, energy systems, and essential public facilities. The Critical Infrastructure Finance Initiative extends beyond conventional lending. Bank of America will incorporate qualifying primary-market loans, investments, capital markets transactions, and advisory services to reach the $250 billion goal. The program also encompasses banking solutions and supply-chain services connected to eligible infrastructure endeavors. Funding can support both corporate entities and individual assets, with the bank leveraging its corporate banking, investment banking, and markets divisions to assist clients seeking capital for significant projects nationwide.
Digital infrastructure remains a core focus within the initiative. Eligible projects include data centers, telecommunications networks, semiconductors, computing hardware, and related equipment. The energy sector covers both traditional and renewable power generation, energy storage, and distribution infrastructure. Core public infrastructure involves transportation, electricity transmission, grid upgrades, water systems, critical minerals, and mining operations. Bank of America noted that the program also aims to meet rising infrastructure needs linked to computing, manufacturing, energy supply, and domestic supply chains.
Focus on Technology, Energy, and Critical Infrastructure
The bank explained that its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will coordinate the initiative. All eight of its business lines will participate. Jim DeMare, co-president of Bank of America, stated that the project emphasizes infrastructure that supports economic growth, energy security, and technological advancement. The bank intends to monitor qualifying transactions within the 18-month timeframe. These transactions will contribute to achieving the overall $250 billion commitment.
Job creation and workforce development also feature prominently in the bank’s objectives for this initiative. Bank of America highlighted that infrastructure projects can generate employment opportunities in construction, manufacturing, technology, and ongoing operations. Additionally, the bank promotes training programs through collaborations with employers, nonprofit groups, and community colleges. In 2025, it invested nearly $40 million in over 730 workforce development partners across U.S. markets, focusing on skills training, education, and job preparedness.
Funding Effort Extends Through July 2027
During 2025, the bank reported that its workforce partners connected more than 90,000 individuals to employment opportunities. These organizations also provided training, education, or career readiness resources to over 290,000 people. Bank of America clarified that these figures are separate from its new infrastructure financing target. Karen Fang, global head of infrastructure and sustainable finance, explained that large infrastructure projects require coordinated financing across multiple sectors. She also serves as co-head of Global Capital Solutions.
The bank will monitor progress based on eligible financing activities completed within the program’s duration. It stated that its measurement approach aligns with the framework used for its existing $1.5 trillion sustainable finance goal. The new initiative specifically targets infrastructure development and modernization in the United States. Its July 4, 2027, completion date extends beyond the nation’s 250th anniversary. The bank affirmed that this effort will bolster infrastructure, job creation, economic activity, and community development across the country.
